can i allow a domain other than my own to send mail through my exchange2003?

In my delivery restrictions i only allow for internal users to send mail.

Can I "accept messages" from another domain?

We have message restrictions on who can send to our main company all
dist group. An exec from our parent company needs to be able to send
to this dist group but cannot. He does not have a mailbox in our org,
just a contact which I have added on Properties of the group > Exc
General TAB > Message restrictions > Only From. I have not un-checked
"from authenticated users only." IS this why? Would a contact be
considered an authenticated user? I'm guessing not.
