I assume the protocols are implemented differently, but are the packets that
are sent the same?

The protocols are defined in an RFC, and the protocol defines exactly what
the packets will consist of--therefore the tcpip packets would be almost
exactly the same. That said the almost comes from the fact that there are
certain options which are not required by RFC but have been added (sometime
by later RFCs) usually to provide some improvement. Since these options are
not required they may or may not be sent depending on the implementation. In
Windows CE most of these are options are registry configurable and therefore
2 CE devices could send out different options if configured to do so.

The answer to your question is in general yes.
