I upgraded to Vista and did not back up my system files correctly and I lost
OutLook 2003. My laptop came pre-loaded so I do not have a setup disk. How
can I get my copy of OutLook back?

Your laptop manufacturer should have given you all the discs for software
they pre-loaded onto your machine. Contact them to get a new Office 2003
disc.

Once the machine has been started, Outlook 2003 can be started and viewed. 
But after it is shut down it still runs as a exicutable file. If i try to 
restart Outlook it will not start as the machine thinks it running.
