I keep getting a message that I cannot access the file. I have tried to
change encryption settings and using different methods of backing up the data
I want to transfer. Still, nothing seems to work. Anybody run into this
before? Have a solution?

was it on a cd and if so, did you remove the read only flag?

Yes, the data was on a CD. I exported the data from my old version (I
believe 2002) to a file on my hard drive. I then burned it to a CD and then
tried to both open the .pst file as well as import it to my 2003 version. I
don't recall any "read only flags" throughout the process.

The actual message I am getting is "File access is denied. You don't have
permission to access the file...".

copy the file to the HD and look at the file properties using windows
explorer.

I had to update and reinstall a new operating system due 
to computer failure.  I re-setup Outlook Express and 
found the file that supposedly has the data from my old 
email where there is an .mbx and .idx extension for each 
file name.  However, when I try to import I follow the 
following steps and get the following error message:
1.  Open Outlook Express
2.  Choose Import for the first pull down menu
3.  Choose Outlook Express 6.0 (my previous and current 
version)
4.  Select Browse to find the specific location
5.  Select the mail file and hit the next button

Error Message Received:  No messages can be found in this 
folder or another application is running that has the 
files open.  Please select another folder or try closing 
applications that may have files open.

First, the file size for the inbox alone is 7275 KB so I 
know there is some data in there and second I've closed 
all applications other than Outlook Express and still
