Microsoft Office Outlook, I want BCC option as standard on outgoing messages?

I need to have every outgoing message, no matter who they 
addressed "to", automatically bcc'd to a different one

I'd like to bcc myself on all outgoing messages because then I put them in 
category folders in Archive for easy retrieval as I send them out one at a 
time, and I don't have to go through 9 million of them under SENT.   I work 
for the taxpayers, so don't have moola to buy the Auto BCC/CC I saw 
advertised.  Anyone know how to make it work with good ole' "Rules" in

I sent a mass email last night and put all of the recipients in the bcc line 
in order to protect their individual identities. However, now I, as the 
SENDER, cannot see those resipients because Outlook is hiding the bcc line 
from me. Is there a way that I can see this? thanks!
