ISA Clients >> Regular Users and HTTP Redirects

I am running ISA 2000, SP2. For some reason, over the last week or two the
following has started to happen:

A user types in a URL that has a redirect to another page (some examples
that I have tried - www.microsoft.com/support; www.hotmail.com; there are
plenty of others) and IE just goes on interminably without opening the page
or even giving an error message. Interestingly, it only happens for regular
Users. If someone has at least Power User rights there is no problem.

Uhhhhh...I just decided to try something as I was typing this and it looks
like the problem is solved, but I figure I should post anyway in case someone
else has the same problem. I'll post again once I confirm whether or not I
have fixed it and what the fix actually is. Meanwhile, if anyone else has
seen this or can explain it, please let me know.

Never mind. The problem still exists. I thought I had it solved with a
workaround, but I was wrong so it's not even worth mentioning.

Any ideas?

Looks like this is solved, but....

I did RSOP for one of the problem machines and a regular user and I found
that both the Domain Policy and the OU Policy had a redundant setting for
Internet Explorer Maintenance > Connection > Automatically Detect...." (It
was set to Enable in both.) I changed it so it was only present in the Domain
Policy, though I don't think that would cause a problem. I also had "Make
browser settings per computer rather than per user" under Windows Components
didn't work well the above mentioned setting.

The only problem now is that users need to go into the browser settings to
manually set it to Auto Detect. I don't understand why the Domain Policy
under Internet Explorer Maintenance doesn't take care of that.
If fact, I think I had this problem before and that is why I tried "Make
browser settings per computer rather than per user".
All I know is that this sort of thing works a heck of a lot better in ISA
2004.
I think I forgot to mention in the pervious posts that I'm using ISA 2000,
SP3 for this client. I hope I can get them to upgrade.
In the meantime, has anyone else had GP problems for ISA client settings?

http filter and it's working fine. but i dunno how to redirect request if it 
can be.

if it's not possible can the request be redirected if a certain rule is
