Why the tables sometimes expanding & exceeding the exact size when i do preview
on IE, for example if the table is 250pixels in DW and when u preview it on IE
it's expanding, is there a way to size strict not to expand at all. your reply
would appreciated.

No. HTML tables expand to fit their contents.

why would I set it at 700 if the elements in it are 150px wide? Anyway 
it still moves around even when i set it at 150
