group_policy >> IE Setting - Reuse Windows for Launching shortcuts

Is there a policy to Disable the setting the Reuse Windows in IE -- Tools --
IE Options -- Advanced -- Reuse Windows for launching shortcuts? Or is this
a custom ADM file?

I have unchecked "Reuse windows for launching shortcuts" option in Advanced 
properties in Internet Options. I also doublechecked the following registry 
dword value is set to 0. (HKEY_CURRENT_USER\Software\Microsoft\Internet 
Explorer\Main\AllowWindowReuse). I logged off and logged back in. Finally I 
tried rebooting the machine.

Still, I can not open mulitple IE browser windows on my machine. The version 
of IE is 6.0.3790.1830 (Update Versions: SP1).

Please let me know how to fix this problem.
